New hydropower licence application charges - consultation from EA

I urge anyone interested in microhydro to comment on the new consultation from the EA - licence costs set to increase from £135 to £1,500 in April 2014. Justifiable in larger schemes when a lot of EA time is taken up - but for small high head schemes using less than 10l/s (and much less than QMean)? The increase alone is more than 10% of typical project costs... With planning application costs (£385 + Maps etc) and ecological survey costs (depends on what's needed - £250-£1,000) for microhydro it means that just to find out if you can install a scheme the cost will be well over £2,000 upfront (not including the costs/time of completing the various applications).
